Found a few others as well you can get toggle locks from O'Brien Aluminum for $18 each.
Due to the huge offset of my design and wanting a full 180 degree swing on a 32 inch tyre I have run into a few design problems.... But im pretty sure that I can sort it out...
A Toyota Prado steel rim is bloody heavy at best then to throw a 32" MTZ on it, then throw in a huge amount of corregations to get to the Cape.
My design will need a locating dowel to transfer the torque into the middle of the towbar.
There was an interesting thread on explorOZ that I found that actually mentions that you can get a very similar item to the Kaymar lock down toggle lock from a HJ45 cruiser.

Interesting feedback about the nuisance factor of the swing away. Thats one reason why I added a Rhino roof mounted carrier.
The swingaway is a bit of a PITA as a daily vehicle to be honest, its a prototype and will dare say visit the cutting room floor again...
