Hi been told 16x8 -13 will hit on my brakes 09 sr5 has 2" lift is this true thanks

Doubt it, I had 16x8 0 offset on my previous 2010 SR5. Choosing a negative offset widens the wheel track and pushes the rim away from the caliper.

Its not always the rim, but the wheel center/mating surface that causes interference with calipers too.

So if the center design doesnt suit, you can have all the offset in the world, it wont help.
