I'd take it in to the local Locksmith, he / she will know how to get it out. They're likely to be doing the repairs or have a replacement in stock anyway. Calling them out to you will cost a bit extra, that's why you take it to them.
Many lock barrels have a retainer of some sort at the bottom of the barrel, if this is the case it will likely mean (somehow) getting to the "other end" of the barrel which in your case will mean either removing the whole cylinder or maybe even pulling the whole steering column apart.
