Many did get the airbag work done at Toyotas expense well out of warranty period however this may have been done during a limited and undefined time. When the issue first became promememt with loads of people experincing clock spring failure, toyota likely identified it as a PR disaster with potential fatalities resulting .
They did the recall on their back so as not to lose sale figures ... and because of the safety issue of course
It may still be a recall issue that they will front.
Check with DOTARS and let us know what they say
If its been replaced with a cheap knock off clock spring prior to your ownership its coming out of your pocket.
Either way get it booked in - a few hundred $ is nothing compared to living with a C5 frature
