07 D4d over boost issue please help

G'day guys, I have a 2007 sr5 hilux that aim having an issue with it going into limp mode due to fault code p1251 turbo stepper motor failure, but what's really happening is the boost is spiking to an unsafe level 20-25psi and jumping into limp mode, I believe combination of this issue and some poor injectors cost me an engine, now with another engine fitted, came with every sensor on it except the intercooler sensors and the afm. I bought the ute with known issues but iam yet to solve this one. Any ideas would be greatly appreciated. Thanks

What exhaust is on it man? Some ute will thro an overboost code with a 3 inch pipe!
