Inlet manifold

So after puling the inlet manifold of today to do a full clean i was wondering what the go is with the design. Can anyone explain the point of the extra ports with the flaps? Ive had alot of different manifolds of different vehicles but ive never seen a set up like this before

They are swirl control valves. Supposed to help air speed and fuel atomization. Helps with bottom end torque too apparently. Wish we could rip them out cos all they do is make noise!

They are one of the rattles you hear come and go either side of 2000rpm.
