Engine Surging Missing On Incline

Hello
I have a 2011 Dual Cab Diesel Hilux Manual . I have really a steep long driveway and when I drive up or down it with the car in 1st gear the engine surges or misses ? I first thought it was the traction control but I have turned that off and still did the same ? Could the clutch be slipping , the car only has 17000km
Has anyone else had this or know anymore info ?

Stability control kicking in? try turning it off (if you have it) or put in low range, that will also turn it off.
