I have not done it on the Toyota engine, but have done it on various other engines.
You will need a valve spring compressing tool, there are several "universal" ones available but you take your chances as they aren't as "universal" as the term suggests.
The first time I changed valve stem seals I used compressed air, the engine won't spin if the piston you are working on is on Top Dead Centre. The trouble is that not all the cylinders will have TDC markings on the harmonic balancer and you need to be very accurate or the air pressure will spin the engine.
All the subsequent times I've done it i didn't bother with compressed air, on TDC the valves can't fall down any more than a few mm anyway before they hit the piston. With the new valve stem seal fitted the valve will stay up on it's own in order to fit the collets. Not using compressed air means you don't have to be accurate finding TDC, I just poke something down the injector or glow plug (or spark plug on a petrol motor) hole and "feel" for TDC.
