The Australian 4WD Industry Council (a Division of the Australian Automotive Aftermarket Association) has been working over many years with State Transport Departments to change Regulation to make it easier for 4WD owners to perform minor modifications to their vehicles to improve handling and safety.

Late 2011, VicRoads released their Guide to Modification for Motor Vehicles Vehicle Standards Information Sheet No 8, which allows ‘Owner Certification’ for ride height increases for 4WD vehicles that would have required "Engineering Certification" under the National Guidelines for vehicle modification.

VicRoads' new VSI 8 regulation permits "Owner Certified" 4WD ride height increases up to 75mm, with 50mm maximum allowed for suspension lift, plus a 25mm increase resulting from fitment of a tyre with 50mm greater outside diameter, provided the modifications are undertaken using a commercially available lift kit that has been specially designed and tested for the vehicle application. Under the national guidelines, 'Owner Certified' lifts are limited to 50mm.

VSI 8 eliminates confusion that previously existed about allowable changes with suspension and / or tyre size. And now 4WD owners do not need to waste time and money on securing an engineering certification to make minor modifications to improve the safety and off road performance of their vehicle.

VSI 08 also addresses the matter of vehicle modifications where the vehicle is fitted with Electronic Stability Control. Electronic Stability Control (ESC) will be a mandated technology on all vehicles sold in Australia from 2013 onwards.

Not sure if this has been posted elsewhere but I did a search and couldn't find anything. Just been having a look through the new regulations that have been passed (I believe) with reference to the increase of the OD of tyres fitted to vehicles and the suspension increase.

It appears that the change for QLD (not sure about other states) means that instead of the OD maximum being 15mm, we can now LEGALLY increase them by 50mm.

The overall diameter of any tyre fitted to:
 4WD passenger vehicles specifically designed for off-road use (typically MC ADR
category). All wheel drive (AWD) vehicles including those AWD vehicles that may be
certified as MC ADR category, (also commonly known as soft roaders) are not
included in this category;
 4WD goods vehicles and their 2WD equivalents if the chassis and running gear are
essentially the same as the 4WD version (N ADR category); or
 any medium weight goods vehicle (NA2, NB ADR category).
Must not be more than 50mm larger or 26mm smaller than that of any tyre designated by the
vehicle manufacturer for that vehicle.



The overall track increase is 50mm (so a negative offset increase of 25mm each side?)
The wheel track of off-road four wheel drive vehicles and goods vehicles (MC, NA, NB ADR
category) must not be increased by more than 50mm beyond the maximum specified by the
vehicle manufacturer for the particular model


They still get you with the overall lift of 50mm, ie, fitment of 50mm OD larger tyres and 2" susp lift will put you over by 25mm

Raising the height of the vehicle may be performed without certification providing the overall
increase in vehicle height is not more than 50mm. This may be achieved as a single
modification such as the installation of a 50mm lift kit, or by a combination of smaller lifts as
described below:
 the fitting of body blocks or lift kits (50mm maximum if no other modifications resulting
in a change of vehicle height are performed);
 suspension modification, (50mm maximum if no other modifications resulting in a
change of vehicle height are performed);
 changes to tyre size (maximum change in tyre size diameter of 50mm); or
 a combination of the above that results in a change of vehicle height not exceeding
50mm.
Note: In NSW, although vehicles whose height has been changed up to 50mm do
not require certification by an engineering signatory, the registration authority must be
notified of the modification.


The checklist for the increase >50mm in vehicle height can be found on page 79 of http://www.infrastructure.gov.au/roads/vehicle_regulation/bulletin/pdf/NCOP11_Section_LS_Tyres_Suspension_Steering_V2_1Jan_2011%20v3.pdf along with the rest of the information.

Basically it means that a 2012 SR5 lux can legally fit 32.78" tyres, rounding that off that means a 33" tyre legally surely? Go through the checklist and get your engineer to sign off on your 3-4" suspension kit (example used, not tested undertaking it with an engineer, all heresay etc) and you should have a fully legal, wicked hilux rolling on 33s and no issues with Insurance as it all complies.

I note on a couple of other forums there is a list of engineers in each state that people have used to approve mods, maybe as mentioned in Kyle's recovery thread it could be made available if you're a platinum subscriber? - have to get onto that! :oops:

Ah well, glad I stumbled across it, good news 33s are as near as makes no difference legal to fit (this may not be the laws pov...), get the lift approved and everything should be hunkey-dorey. It'd be good to be able to show it to the cops if ever given grief and have the calcs for the fitment of the tyres.

It's no wonder VSI150 didn't show up in my search tho! :lol:

I am not up to date with the existing laws in QLD but I thought you could do this already. I know they permit a body lift pending approved engineers steering extension. Which we cannot get done in NSW, but are they not still stating that as long as the maximum allowable height is restricted to 50ml, which ever configuration that maybe, I think is the only difference unless I am missing something.

Previously I thought in QLD it was only a 15mm increase in OD or 26mm decrease, but i have been known to be wrong before.

Can it be confirmed if these new regulations have been formally implemented? Or a date they are to come into play ?

Whitey, could u tell me where did u find a list of engineers that u made reference to in this earlier post ? I'd be interested in this.....

The idea for a list of engineers came from another forum, however I thought it would be best to have a list that we as newhilux have used to have suspension mods etc approved rather than a generic list of TMR approved engineers. Not because they're dodgy, but because they obviously understand our situations and as Ultimate has proved with their 4" smart lift, modifications can in fact increase the performance of a Hilux on stock suspension/components.

Hey guys I came across a post on the 4wd action forum that had a link to an online petition supporting the implementation of the new NCOP regulations for QLD.

Worth considering to get every QLD 4x4 supporter you know to jump on board only takes a minute to do and it looks as though the petition closes soon.

Maybe someone with a bit more computer skills than I could post a link for people to use or if deemed appropriate even get this posted on the forum here so it gets noticed by as many members a possible.

TO: The Honourable the Speaker and Members of the Legislative Assembly of Queensland

Queensland residents draws to the attention of the House the current Queensland Code of Practice (QCOP) concerning vehicle construction and modifications are too confusing, out dated, overly restrictive for general motorists and should be replaced by the National Code of Practice (NCOP).

The introduction of the NCOP has been bantered around the Queensland vehicle industry, enthusiast motoring groups and the 4WD community for approximately four years, whilst the Transport and Main Road's website has been quoting its introduction for at least the last 18 months.

Motorists who modify their vehicles, generally want to stay legal so they do not compromise their vehicle’s safety, insurance or get defected. However, due to the restrictive nature of QCOP, some motorists purposely over modify their vehicles for particular reasons. This does not necessarily mean they are unsafe on Queensland roads, but they are not compliant and risk insurance issues if an incident occurs. Generally these over modified vehicles still fit within the context of the NCOP legislation.

4WD passenger vehicles should be allowed any tyre size increase beyond 50mm overall nominal diameter, as long as the vehicle’s total lifted height does not exceed the maximum 150mm in total (includes all suspension, tyre and body lifts combined).

Further request a public accessible website listing previously approved engineered vehicle modifications, allowing other owners better information, guidance and processes when seeking to modify their vehicles similar to previously engineered specifications and designs.

Your petitioners, therefore, request the House adopt the NCOP within Queensland, with minor additions.

150mm is a hell of a lot different than 50mm total.
50mm can (almost) be achieved by putting the dogs on a diet . . . :D :D

Petition signed. I gather by us signing a petition it could be assumed that it's not currently in force, even though the TMR information seems to have been reduced for max lifts and is now found in this. 6" will be sweet, 4" lift and 33's no issues at all, still with another inch to spare!

Yeah it's also interesting that the petition is asking for a public accessible resource for past projects that have been successfully engineer certified. Would be a good tool to better help plan a project with.

Thanks for the info guys, I've signed it, let's hope they find some common sense and change it. It's ridiculous that I can't even do a two inch lift and increase to 32's without being illegal.
