If you pump it up and it goes hard, that's normal. But it can also be an air leak which prevents the fuel from being 'sucked' into the supply pump (injector pump). There is only one pump and that's the one on the engine, if there's an air leak it may prevent the required amount of fuel going to the pump.
No indicators (fuel light) on the dash?
