Why Hilux seats rattle

I got some seats with better covers on them put them in the passenger seat rattled worse than the seat I took out It put the orginal back in , I finerly got around to looking at the seat. The orginal seat in my ute also has a rattle i think its not far behind this one. Notice where the mounts broke.




that was the mount on the other seat I took out all pictures are the front left seat It was about to break as well that seat rattled also and had a bit of movement in it when I was shaking it. Anyway after I welded up the mount I finerly got rid of a Rattle the constantly pissed me off.
What does legislation say about repairing a seat? Have I broken an laws?

Probably broken the laws as the frame is modified. The rattle is fixed though!
