I've been told it's the variable vane step motor looking for a step. This is with ignition at the on position.

The only other thing I could think of if its not the turbo would be a stick or something caught in the thermo fan near the radiator... the sound may bounce about so best to eyeball it...
Other than that... warranty claim I'd reckon...
