Could be a vacuum leak, check all hoses , brake booster can leak, so block it off to check. Also secondary's may be opening up and sticking.

i dont think it would be a vacume leak or it would be happening all the time. it happens when im stoped at the top of a hill ideling fine put in a low gear to creep down and all of a sudden it just wants to take off also dose it on the road

For the engine to rev up it need extra air, check manifold bolts,( spray CRC over gasket will cause change in revs if leaking) accelerator cable adjustment - not enough free travel, loose carbi screws

Check the throttle return spring and linkage. Not familiar with the actual unit but if there was slip between the throttle linkage and the butterfly it could do all sorts of weard things. Had an old car once that dropped a throttle return spring so struggled to return to idle. Luckily it had dual car ies so I could wire them together to get it home.
Stop laughing and give me a hand with the winch!
