error light on dash

hello,
I have an 04 hilux with 3.0ltr 5L-E motor in it, the motor has been fully rebuild and on my test drive this morning there is an error light with the symbol of a motor which has come on at the bottom of the instrument panel, in the user manual it says this has to do with a turbocharge malfunction? there is no turbo fitted. also when driving the car in 3rd 4th and 5th gear when the tacho hits around 2300 -2800 rpms the engine seems to vary is rev up and down similar to say a rev limiter would. Any info on this problem will be much appreciated.
