OBD in MK5?

I have connected both a Bosch and an eBay scanner to the port under the dash, and i can only get a reading of the voltage on the port. Seem to be missing the "CAN" signal. Are there any wires missing that i can tap out of the ECU or the Diagnsostics connector under the hood?
It's 2003 Hilux 2.5D4D sold new in Norway. I believe the OBD port on diesel's wasn't mandatory before 2004 in Europe?
