Engine not turning off when headlights on

Can anyone help with an electrical issue that I have with my 89 2.8l? The engine continues running, with the key turned off, when the headlights are on. Also, when I drive over rough ground the dash warning lights flick on and off when the headlights are on. Where would be the most likely place to look for a short?

There was and issue with the column loom rubbing trough over time start from your ignition switch back Past your steering column to the pugs. Good
