specs for injetors

hi, just a quick question. i had my 2014 d4d in a my local workshop recently, and he checked the injectors and reported that the volume of fuel flow through all the injectors was exactly the same, indicating all injectors were working corretly. on this site all people talk about is injectors being in spec or out of spec with readings of 0 to +/_ 3 being in spec and anything over that being out of spec. can some one please explain to me the meaning of this +/_ 3 spec thing as i have no understanding of it.
