Jack the cross member till wheels are just touching ground, crack the locking ring anti clockwise, if you have the short C spanner put a 200mm piece of pipe on the handle and wind the adjusting nut up. You will only get a small part of a turn for each notch, It takes a bit of time and muscle, and I also used a squirt of WD40. Just keep at it , you'll get there. Tighten up the lock ring when you got it to the height you want.
