Wheel vibration

Hi guys I need some advice from guys who have run the same wheel setup as me. The car is a 2011 SR with 15 inch steel rims and 33” bighorns. I’ve had the wheels balanced so many times and eliminated any out of balance rims. I’ve now got two options to illuminate the vibration. Either I keep the same size tyre but put better quality rubber on the rims and hope the vibration goes away. However the tyre shop guy recons it’s not the rubber it’s more the setup, running 33” rubber on 15” rims, too much air. The other option is to put a set of BFG KO2 (285/70/R17) on some 17” aluminium rims.

My questions are:
- any experience with people running 33’s on 15” rims having constant balance issues?
- would different rubber fix the problem?

Mate of mine was having vibrations for a couple of years now, had tryed different tyres and rims with no change until just last week when he had to replace his front rotors. Turned out the old ones were half full of dried mud!
