It's a cut, go to https://toyotamanuals.com.au/accessories and enter the part number PZQ2989405 to download the install instructions/cutting template.

Sorry, another question
The protection plate under the front and the "wings" that fit into the front underside of the wheel arches have domed headed torx screws holding them in place - are these all nut and bolt or are there spring clips securing them?
Put simply if I were to remove a screw would a nut drop down on the inside?
