How are people fitting 33s and above legally?

Hey guys just looking into the prospect of getting bigger tyres. But i was wondering how you guys do this legally? As even the through the engineering codes it explicitly says that a tyre diameter increase of above 25mm cant be certified on a mod plate. Any insight is appreciated cheers

Where does it say that? I was under the impression that you could get a plate for 35s with the right setup ie SAS etc.
I might be wrong.
