ABS issue

OK, I've got a weird one.
During the warmer months and when the vehicle has warmed up, all is well.
When the vehicle, a 2013 diesel twin cab manual, is cold, the front brakes lock up at the moment the ABS switches off at 8kph then release again.
I've tried warming up the brakes by holding the brake pedal down for 500 metres or so but it still does it whether I've got my foot hard on the pedal or just lightly resting on it. There is a whining noise that appears when this happens so I'm assuming it's the pump.
Toyota say it's the ABS module and want around $6.5k to replace it.
Pads and discs have been replaced in chasing this issue to no avail.
I can get a second hand unit to try, but am a little unsure about bleeding the system afterwards.
This only happens when the vehicle is cold. After the thing warms up, it does as it should, no whine and no lockup no matter how much pressure is on the pedal.
Any thoughts?
