I would have thought that if Recaro are selling a product (seat) for a particular vehicle (your make & model), then they (Recaro) would already have sorted out any compliance issues in a given market place/ jurisdiction (Victoria in your case).
Even if you get one from a wreckers, you might be able to get the paperwork from Recaro?
